Resolved Question: Whats my tenant rights??

HI I live in an apartment in Covington KY. My apartment is furnished utilities and some furniture. Lastnight my fridge stopped working and all my food has began to spoil. I purchased Ice to put in a cooler to try and save what I could. I called the landlord this morning and told him the fridge was not working and he said he will be coming in the morning to bring a new fridge. The problem is he always says he will fix something but never does. I have already had to report him in the past to the city. Can I make him replace the food I lost?
